Belgium made their first appearance in the final stage and were made hosts into the bargain. The four home nations had taken part in the group qualifiers rather than being allowed to use the Home Championship: England sailed through an easy group and were then dumped in the quarter-finals by West Germany, who had also seen them off in the 1970 World Cup.
